From Rates & Contracts > Rate Templates:

1. Click on "CREATE TEMPLATE" then select Rate Template

2a. For new users, complete the required information, click "START" (this page my vary for some users)

2b. For existing users, select whether you want to use a copy of an existing rate template or start one from scratch

Once you've created a template, you can start loading your rates.
